Math Deficits

My daughter is 8 yrs old and going into the 3rd grade. She is below grade level for math and needs some additional help. We will be putting together an IEP once school begins. I could get her a tutor but don’t think this is the right direction. I am looking for a program that will address the way in which she learns rather than just teaching her 2nd grade math. Is there anything out there that can do this?
